An artist's impression of the forest city. A modern tram runs through a street between high rise buildings which have orange lights coming out of them. People can be seen walking along the street. Tables and chairs sit outside some of the buildings and there are a lot of trees and greenery.

Mr Malik said he felt there’s a real need for more growth in Suffolk, and that people interested in moving there weren’t just from the county but also from London and nearby Cambridge.

He mentioned the key aim was to offer affordable housing, aiming at something like a “60% discount on current affordability, say, in Cambridge”.

“So you could get a four-bedroom house for £350,000, which even if you live in Ipswich – that is still a huge reduction in price,” he added.

The developers said this would be the first brand-new city built in England in over 50 years and it might take quite a few years before they submit any official plans.

They plan to ask Parliament to approve setting up a development corporation that would have powers like compulsory purchase and planning control.

This approach is how places like Canary Wharf and the 2012 Olympic Park were developed.
